Twelve steps Rhode Island
The 12 steps that underlie these programs are based on traditional spiritual practices. Respect for all religious traditions is expected in these programs. While a few individual meetings may show a tendency toward a specific religion, this is not in the spirit of true 12-step recovery. You should have no problem finding meetings and groups that respect all religious traditions and do not push any particular theology or belief system.

According to the 2003 National Household Survey on Drug Abuse, which may actually underestimate illicit opiate (heroin) use, an estimated 2.4 million people use heroin at some time in their lives, and nearly 216,000 of them reported using it within the month preceding the survey. The survey report estimates that there were 121,000 to 164,000 new heroin users in the year of 2002, and that there has been an increasing trend in new heroin use amongst population since 1992. A large proportion of these recent new heroin users were smoking, snorting, or sniffing heroin, and most were 18 or older (on the average 75 percent) and most were male (on average 63 percent).
During the 1990s, a number of national surveys showed that younger and wider segments of the population were abusing the drug. New drug trafficking patterns, increased purity, and decreased price may all have contributed to the increasing use of heroin.

Drug Situation: Cocaine is the major drug of choice in Rhode Island. High quality cocaine is available in Rhode Island and is usually 60% -90% pure. Cocaine traffickers in Rhode Island also service customers in the states of Massachusetts, Maine and New Hampshire and utilize Rhode Island as a transshipment point for distribution throughout the whole New England.
Cocaine: Cocaine continues to be readily available throughout Rhode Island state. The cocaine is transported from the South America area through Southwest Border States via commercial airlines and motor vehicles fitted with sophisticated hidden hydraulic compartments. Dominican, Colombian and Puerto Rican traffickers continue to dominate the heroin trafficking market in the state of Rhode Island.
Methamphetamine: Methamphetamine is rarely seen in the state.
Club Drugs: Rhode Island continues to see an abuse of “club drugs,” such as MDMA and GHB. MDMA is found in various Nightclubs located in the city of Providence, RI and at rave parties throughoutRhode Island. Almost all-local Police departments in Rhode Island have reported and increase in Ecstasy, GHB and Ketamine or “K”. The majority of the MDMA seen in the state of Rhode Island comes from Canada, New York and Boston, MA.
Marijuana: The marijuana trend in RI supports a widespread and readily available market of fairly large amounts of the substance. Prices of marijuana will vary from seasons as the supply fluctuates. The marijuana available in Rhode Island is mostly Mexican, however it is supplemented by limited amounts of other foreign based and domestic marijuana.
Other Drugs: The most popular pharmaceutical drug abused in Rhode Island is OxyContin. Much of the diversion is through fraudulent prescriptions, doctor shopping, pharmacy break-ins, and hospital thefts. OxyContin is being sold for approximately $1.00 per milligram of the drug.

According to 2003-2004 information from the National Survey on Drug Use and Health (NSDUH), about 98,000 (10.84%) of Rhode Island residents (ages 12 or older) reported past month use of an illicit substance.
About 309,000 (34.13%) Rhode Island citizens admitted that using cannabis occasionally (once a month) was a “great risk”.
Additional 2003-2004 NSDUH results demonstrate that 32,000 (3.49%) Rhode Island citizens reported illegitimate drug dependence or abuse within the past year. Approximately 22,000 (2.41%) admitted past year illicit narcotic dependence.
Juveniles
Over 40% of high school students surveyed in 2003 reported using cannabis at least once during their lifetimes.
According to 2003-2004 NSDUH information, about 14% of 12-17 year olds reported past month use of an illegal drug.
Enforcement
As of October 31, 2004, there were 3,094 full-time law enforcement authorities statewide (2,473 officers and 621 civilians).
Narcotics and Organized Crime Unit
The Narcotics and Organized Crime Unit of the Rhode Island Department of the Attorney General is responsible for the investigative handling of narcotics, organized crime, and asset forfeiture cases.
Trafficking and Seizures
Rhode Island is frequently used as a transportation point for drugs distributed throughout New England.
Cocaine is usually transported from South America, through the Southwest Border States or trafficked from Mexico across the border. Lots of the powder cocaine is then converted to crack cocaine for distribution at the local level. Columbian and Dominican traffickers are the principal distributors of cocaine in the state.
Dominican, Colombian, and Puerto Rican traffickers still control the heroin trafficking market in Rhode Island, even though Dominican criminal groups control the street level distribution of heroin.
Most of Mexican grown cannabis is shipped via parcel carriers and couriers on commercial airlines. A majority of the hydroponically grown cannabis, found in the state, is transported from Canada by tractor trailers.
In 2005, Federal agencies seized almost 70 kilograms of cocaine in the state.
In 2005, there were 79 total produced cannabis plants eradicated and seized in Rhode Island under the DEA’s Domestic Cannabis Eradication/Suppression Program.
In 2005, DEA and state and local authorities did not report any methamphetamine labs seizures.
