Symptoms of withdrawal include restlessness, muscle and bone pain, insomnia, diarrhea, vomiting, cold flashes with goose bumps, and involuntary leg movements.

Illicit use of the drug did not become popular until the late 1980s and early 1990s. MDMA is frequently used in combination with other drugs. However, it is rarely consumed with alcohol, as alcohol is believed to diminish its effects. Ecstasy is most often distributed at late-night parties called "raves," nightclubs, and rock concerts. As the rave and club scene expands to metropolitan and suburban areas across the country, MDMA use and distribution are increasing as well.

Drug Situation: To share a border with Canada, Washington is a transshipment point for drugs and monies entering Canada, as well as a Canadian pseudoephedrine, Canadian marijuana (BC Bud), and other substances entering the U.S. Washington has severe clandestine methamphetamine laboratory problems and is third in the nation for the manufacture of methamphetamine. Mexican National poly-drug organizations dominate the drug trade.

Cocaine: Cocaine and crack cocaine are readily available. Crack cocaine is widely limited to inner city areas. Cocaine is consumed in the state, and smuggled into Canada for redistribution, where it commands a higher price than in the U.S. According to a recent Royal Canadian Mounted Police report, up to 24 tons of cocaine enter Canada each year.

Heroin: Mexican black tar and brown heroin are the main types of heroin found throughout the state of Washington. Mexican poly-drug trafficking organizations remain the main source of black tar heroin in Washington. Heroin is smuggled from Mexico to Washington by a variety of ways, including vehicles equipped with concealed compartments.

Methamphetamine: Methamphetamine is one of the most abused controlled substances in the state of Washington. Two "varieties" are generally encountered; Mexican methamphetamine, which is either manufactured locally or obtained from sources in Mexico, the state of California, or other Southwest Border States, and methamphetamine which is produced locally by area violators. Of the two types, Mexican methamphetamine continues to flood the market. Methamphetamine is available in multi-kilogram amounts throughoutWashington. Canadian pseudoephedrine, utilized in the manufacture of meth, is frequently seized at clandestine laboratory sites.

Predatory Drugs: MDMA (Ecstasy) is smuggled into the state from elsewhere in the country, Canada, and Europe. Club drugs are growing in popularity across the state, and have been targeted in several successful investigations by the DEA. Smuggling methods have included MDMA shipped in express mail packages, concealed in lumber, hidden compartments in vehicles, and transported in luggage on international or domestic flights.

Marijuana: Marijuana is readily available in multi-pound quantities throughout Washington. Three types are normally encountered: locally grown (either from indoor or outdoor grow operations), Canadian BC Bud, and Mexican marijuana. Of these varieties, locally grown sinsemilla and BC Bud are preferred, because they have a far superior THC content than Mexican grown marijuana. Canadian BC Bud is the most prevalent variety in many areas, given the proximity to the border and the extent of cross border smuggling.

Other Drugs: The main method of pharmaceutical drug diversion continues to be forgery and telephone prescriptions by non-registrants. Illegal dispensing and prescribing by practitioners still exists in the state of Washington. OxyContin is often the target of criminals involved in burglary and armed robbery.

     

 

Statistic

According to 2003-2004 information from the National Survey on Drug Use and Health (NSDUH), approximately 434,000 (8.52%) of Washington residents (ages 12 or older) reported past month use of an illicit substance.

Around 1.3 million (26.15%) Washington residents reported that using cannabis occasionally (once a month) was a “great risk”.

Additional 2003-2004 NSDUH results show that 158,000 (3.09%) Washington citizens admitted illicit drug dependence or abuse within the past year. About 111,000 (2.17%) reported past year illegal drug dependence.

Juveniles

More than forty percent (41.1%) of Washington 12th graders surveyed in 2004 reported using cannabis at some point in their lives.

Around twenty percent (19.5%) of Washington 12th graders surveyed in 2004 reported past month use of cannabis.

According to 2003-2004 NSDUH information, approximately 10% of Washington 12-17 year olds reported past month use of an illegal drug.

The Juvenile Rehabilitation Administration (JRA) offers preventive, rehabilitative, residential and transitional programs for young offenders. The goals are to hold the juveniles accountable for their offences, protect the public, and decrease recidivism. About 80% of youth committed to JRA are narcotic abusers or are chemically dependent.

Trafficking and Seizures

The Washington region of the U.S./Canada border is used as a transshipment point for drugs and drug money entering the Canada, as well as a Canadian pseudoephedrine, Canadian cannabis (BC Bud), and other drugs entering the United States.

Mexican national groups are using the mountains of Eastern Washington to grow wide crops of marijuana.

About 136,000 cultivated cannabis plants were eradicated in Washington under the Drug Enforcement Administration’s Domestic Cannabis Eradication/Suppression Program in 2005.

There were also 535 weapons and $3,582,676 in assets confiscated in Washington as a result of the DEA’s Domestic Cannabis Eradication/Suppression Program during 2004.

In 2005, there were 503 methamphetamine labs seized in the state by DEA and state and local authorities, down from 1,456 labs seized in 1996.
