North Dakota drug problems

Drug Situation: The trafficking and use of methamphetamine is the major problem for law enforcement and public health officials in the state. Currently, no single drug trafficking organization controls the distribution of methamphetamine.

Cocaine: While available in North Dakota, cocaine does not pose a meaningful threat. The DEA Fargo office seized 2 kilograms of cocaine in 2002. Methamphetamine, often called the "poor man's cocaine", opposes cocaine as the stimulant narcotic of choice.

Heroin: Heroin circulation and use have not been a major problem in North Dakota. Heroin trafficking is a low priority for law enforcement authorities in the state. Basically, all of the heroin encountered in North Dakota, especially in Fargo, is black tar heroin from Mexico. No heroin was seized in 2002.

Methamphetamine: The meth. menace in North Dakota is a two-pronged problem. First, amounts of methamphetamine produced by Mexican organizations based in California and Washington are shipped into and distributed throughout the state. Second, meth is increasingly being manufactured in small laboratories, capable of producing only a few ounces at a time. Because of the great rural nature of the state, as well as the state's dependence on the agriculture industry, there is a high level of use and accessibility of anhydrous ammonia among the state's legal agricultural community. Farmers use "nurse tanks" to spread anhydrous ammonia in their fields.

Marijuana: Cannabis is one of the predominant drugs of choice in North Dakota. Distribution of marijuana is controlled by Mexico-based drug trafficking organizations that supervise the transportation of the drug from Mexico to North Dakota. These organizations use tractor-trailers-many of which have sophisticated traps installed-to ship the drug from the Southwest Border. DEA Fargo Resident Office investigations admits that marijuana is increasingly accessible from local cultivators, in addition to the supplies originating from the Southwest Border.

According to 2002-2003 information from the National Survey on Drug Use and Health (NSDUH), approximately 38.86% of North Dakota residents felt that smoking cannabis once a month posed a great risk.

The state shares its northern border with Canada and there are18 approved land ports of entry (POE) in the state. With only a few of the POEs staffed 24 hours a day, criminals are provided with the chance to smuggle narcotics without detection.

Large amounts of methamphetamine manufactured in California and Washington by Mexican organizations are transported into and distributed throughout North Dakota.

Mexico-based narcotic trafficking organizations manage the transportation of cannabis from Mexico to North Dakota, mostly using tractor-trailers.

Mexican criminal groups frequently utilize Native Americans and Indian reservations to facilitate drug distribution in the state.

MDMA is occasionally transported to North Dakota via Canada. Minneapolis and Denver are also origins of supply for the MDMA distributed statewide.

In 2004, the DEA and state and local authorities reported 60 methamphetamine lab seizures.

About 5.9 kilograms of cannabis were seized by Federal authorities in North Dakota during 2004.

In 2003, almost 2,000 cultivated cannabis plants were eradicated statewide under the DEA's Domestic Cannabis Eradication/Suppression Program.
