Twelve steps Kansas

Kansas drug problems
Drug Situation: Methamphetamine, both imported and domestically produced, is the principal drug of concern in the state of Kansas. Cocaine, more so crack cocaine, is also readily available throughout the state, primarily in major urban areas such as Kansas City, Topeka, and Wichita.
Cocaine: Cocaine is readily available throughout Kansas. The cocaine is transported from the West Coast by motor vehicles, and by way of mail services. Trafficking organizations, often with direct familial ties to Mexico, bring most of the cocaine into the state where much of it is converted to crack cocaine for retail distribution.
Heroin: Small quantities of low-purity Mexican heroin is sporadically available in personal use quantities in the urban areas of Kansas. Most heroin seizures are of the black-tar type.
Methamphetamine: Methamphetamine is the primary drug of concern in Kansas. Most of the methamphetamine in the state is smuggled in by Hispanic organizations by way of motor vehicles, commercial airlines, and mail delivery services. Large Mexican communities in Kansas provide an infrastructure to import and distribute the methamphetamine. Between 1994 and 1999, drug treatment admissions for meth in Kansas increased while admissions for heroin, cocaine, marijuana, and alcohol decreased. Local, small toxic laboratories continue to be significant problems throughout Kansas. Laboratories in the Kansas City Metropolitan area now predominantly use the Birch method of production, as has been common in other areas of Kansas. Most of the meth laboratories in Kansas produce only ounce quantities per production. Law enforcement man-hours and financial resources are being severely impacted by the number of laboratories and dumpsites.
Predatory Drugs: The state of Kansas is seeing an increase in the abuse of "club drugs," such as MDMA (Ecstasy) and GHB. MDMA is mostly found at rave parties in all parts of Kansas. Law enforcement in western Kansas reports that it is brought into the area from Denver, Colorado. Intelligence indicates that the drug is increasingly popular among the younger Asian gang members in Wichita. GHB is also a drug of concern throughout the state. Officials in Barton County, in central Kansas, report GHB from Canada is currently available in the area.
Marijuana: Marijuana is readily available throughout Kansas. It is imported from Mexico through cities on the southwest border and transported in large shipments by the interstate highways through Dallas and Oklahoma City, and into Kansas City. From Kansas City, the marijuana is further distributed to other cities in Kansas and other states. Domestically produced marijuana is available throughout the state, but the imported marijuana from Mexico is what dominates the market.
Other Drugs: PCP is available primarily in the Kansas City Metropolitan area. The PCP is delivered by way of parcel services from traffickers based in California. Kansas treatment centers are reporting that many of their new clients are seeking treatment for OxyContin addiction. Lawrence, Kansas, reports that it is the most abused pharmaceutical drug in the immediate area and is available for $40 a tablet.

According to 2003-2004 information from the National Survey on Drug Use and Health (NSDUH), approximately 148,000 (7%) of Kansas residents (ages 12 or older) reported past month use of an illicit drug.
About 965,000 (43.5%) Kansas citizens reported that using cannabis occasionally (once a month) was a “great risk”.
Additional 2003-2004 NSDUH results show that 60,000 (2.69%) Kansas citizens admitted illicit drug dependence or abuse within the past year. About 40,000 (1.80%) reported past year illicit substance dependence.
Juveniles
According to the 2006 Communities That Care survey, 16.2% of Kansas 12th graders reported past month cannabis consumption.
Additional Communities That Care survey results demonstrate that 37.3% of Kansas 12th graders surveyed in 2006 reported lifetime cannabis use.
About 10.5% of Kansas students surveyed in 2006 reported being drunk or high at school in the past year.
According to 2003-2004 NSDUH information, approximately 10% of Kansas 12-17 year olds reported past month use of an illegal substance.
Enforcement
The SOD is comprised of 3 Narcotics Enforcement Units situated in Topeka, Wichita, and Great Bend. Additionally to general drug-related investigations, agents within SOD are responsible for coordinating the state’s cannabis suppression/eradication program, KBI’s clandestine laboratory response team, drug interdiction follow up investigations, and assignments to various Federal-level drug task forces. As of October 31, 2005, there were 10,412 full-time law enforcement authorities in the state.(7,085 officers and 3,327 civilians).
Trafficking and Seizures
The DEA’s Kansas City District Office reports that Hispanic criminal groups control the wholesale distribution of powder cocaine, while the retail crack cocaine market is dominated by African-American distributors. Kansas is still a popular trafficking route for organizations that supply cocaine.
Mexican criminal groups deliver heroin to eastern Kansas via Colorado Springs and Denver, Colorado, through Dodge City and/or Wichita and on to the Kansas City region.
Lots of the cannabis found in Kansas comes from Mexico and is transported from Mexico through cities on the southwest border using highways through Dallas, Oklahoma City, and on to Kansas City. From Kansas City, the cannabis is further distributed to other communities in Kansas and other states. The shipments are frequently made via automobiles in 300 pound increments, but traffickers also use horse trailers, rental trucks, tractor-trailers, and motor homes for transportation of larger amounts.
?Law enforcement authorities in western Kansas report that MDMA is transshipped to the region from Denver, Colorado and is principally distributed by college students and Asian traffickers.
From January 1 to September 30, 2006, 207 cultivated cannabis plants were seized in indoor operations.
Over 2,000 cultivated cannabis plants were seized at Kansas outdoor grows form January 1 to September 30, 2006.
More than 11,000 kilograms of marijuana were seized by Federal agencies in 2005.
From January 1 to September 30, 2006, there were 42 methamphetamine labs seized in the state.
